Each year we set out details of our expected income and spending on programs, projects and activities for the upcoming financial year in our Operational Plan, and we also undertake financial planning and forecasting for the next 10 years in our Long Term Financial Plan (LTFP).
We invite you to view our draft Operational Plan 2026/27, including Budget, Rating Structure and Fees and Charges and our draft Long Term Financial Plan 2026/27 - 2035/36 and provide feedback during the public exhibition period from Friday 1 May 2026 - Sunday 31 May 2026.
Public submissions received during the exhibition period will be considered by Council in June 2026 and any necessary changes made before adopting the final plans to commence 1 July 2026.

Council's Operational Plan is our 1 year action plan for achieving the community priorities outlined in the Community Strategic Plan and Delivery Program.
An Operational Plan is prepared each year, identifying the projects, programs and activities that Council will undertake in the following year.
Some of the capital works planned for 2026/27 include the renewal of Rushcutters Bay Park playground and seawall rehabilitation at Dumaresq Reserve.
The Operational Plan also presents a budget and Schedule of Fees and Charges and Rating Structure for the financial year.
Some of the changes to Fees and Charges the coming year such as:
- the removal of fees for replacing bins and recycling crates,
- increases to Woollahra Preschool fees, and
- a new fee for electric vehicle charging using DC power.

The Long Term Financial Plan is a 10-year rolling plan which is updated annually. Council needs to maintain a financially sustainable position over time so that we can provide services and renew infrastructure for the benefit of our community. It expresses in financial terms the activities Council proposes to undertake in the short, medium and long term and is a tool to aid decision making, priority setting and problem solving.

Next steps
We will review all submissions and Council's Strategic & Corporate Committee will make recommendations for the final Plans at its meeting on 15 June 2026.
The final Plans will be considered for adoption or endorsement by Council at the Council meeting on 22 June 2025.
