Why is Council undertaking this review?

A review of controls applying in the Paddington Heritage Conservation Area for pavilion additions to single storey buildings and infill development has been undertaken in response to issues associated with the scale and form of pavilions and the need to clarify the use of controls for infill development. The review has resulted in a variety of changes to the current controls provided in Part A and Chapter C1 of Woollahra Development Control Plan 2015.

What is on exhibition?

Draft Woollahra Development Control Plan (Amendment 7) - amendments to Part A and Chapter C1 of the Woollahra Development Control Plan 2015  (DCP) applying to the Paddington Heritage Conservation Area.

The amendments include:

  • changes to the definitions for a courtyard, a pavilion and infill development
  • associated amendments arising from the revised definitions for a courtyard, a pavilion and infill development
  • new controls for side additions to multi-storey terrace style housing
  • various minor miscellaneous amendments.

What is a Development Control Plan (DCP)?

A DCP contains detailed planning and building design guidelines for new development and for alterations and additions to existing development. it is a document prepared by Council to guide people when they propose to carry out development. It is also used by Council when assessing and determining development applications.

The DCP that applies to the Woollahra Municipality is Woollahra Development Control Plan 2015.

An overarching objective of the DCP is to give effect to the aims of the Woollahra Local Environmental Plan 2014 and facilitate development with reference to the unique chracteristics of the area where development is proposed.


Who does this draft amendment affect?

The draft amendment affects all residents of the Paddington Heritage Conservation Area, particularly homeowners who who might want to undertake alterations and additions to their homes. 

What happens to my submission?

Council will record and report all submissions to the Environmental Planning Committee and to a Council meeting. 

Written submissions may be lodged between Wednesday 4 September 2019 and Friday 4 October 2019 inclusive, to be included in Council's report.
