Our plans for the future of Woollahra.
The plans, which have been developed using previous community feedback, set out our goals for the next 10 years, priorities for the next four years and actions for the upcoming financial year, including our budget, fees and charges.
The four plans are:
1. Community Strategic Plan Woollahra 2035
2. Delivery Program 2025/26-2028/29
3. Operational Plan 2025/26 including fees and charges
4. Long Term Financial Plan 2025/26-2034/35

Each newly elected Council is responsible for setting its strategic direction through a Community Strategic Plan. The Community Strategic Plan sets our long term vision and objectives for the next 10 years. It identifies the community’s main priorities and aspirations for the future and plans strategies for achieving these goals. The Community Strategic Plan guides all remaining Strategies and Plans.

Our Delivery Program translates the goals of Community Strategic Plan into clear priorities for the next 4 years. The Delivery Program is the primary reference point for all activities undertaken by an elected Council during its term of office. The Delivery Program relays Council’s commitments to the community, takes into account other adopted plans and strategies and allows Council to determine what the priorities are, what is achievable over the next 4 years and how programs will be scheduled.

Council's Operational Plan is our 1 year action plan for achieving the community priorities outlined in the Community Strategic Plan and Delivery Program. An Operational Plan is prepared each year, identifying the projects, programs and activities that Council will undertake in the following year. The Operational Plan also presents a budget and Schedule of Fees and Charges and Rating Structure for the financial year.

The Long Term Financial Plan is a 10-year rolling plan which is updated annually. Council needs to maintain a financially sustainable position over time so that we can provide services and renew infrastructure for the benefit of our community. It expresses in financial terms the activities Council proposes to undertake in the short, medium and long term and is a tool to aid decision making, priority setting and problem solving.

Next steps
We will review all submissions and Council's Strategic & Corporate Committee will make recommendations for the final Plans at its meeting on 16 June 2025.
The final Plans will be considered for adoption or endorsement by Council at the Council meeting on 23 June 2025.
