Overview
We seek to conserve buildings in our area that have heritage significance. This includes apartment buildings, and particularly apartment buildings dating from the period between the First and Second World War.
We're investigating whether any buildings in Gladswood Gardens merit heritage listing or should form part of a Heritage Conservation Area.
The Woollahra Council Heritage Gap Analysis, endorsed in 2021, identified Inter-War Flat Buildings as a “gap” in our heritage listed buildings in our Local Government Area (LGA) and recommends a study of Inter-War Flat Buildings be completed as a priority. Gladswood Gardens is one of a number of streets identified to be included in the study.
Inter-War Flat Buildings
Apartment buildings constructed during the period between the First and Second World War are known as Inter-War Flat Buildings. These buildings represent an important historical period in our LGA, after the subdivision of its many grand estates and amidst the increasing popularity of apartment living in this period. They also include architecturally outstanding examples, some designed by very prominent and influential architects. These are an important part of the heritage of our local area.
Gladswood Gardens
Gladswood Gardens is one of a number of streets and areas identified for investigation as part of the study of Inter-War Flat buildings recommended in the Heritage Gap Analysis. This is due to its array of high quality buildings, some by prominent architects. Council staff have conducted a preliminary assessment of the buildings in Gladswood Gardens and determined that a number of them merit further investigation for listing. We note that numbers 11 and 21 are already deemed to have heritage significance, with number 11 listed as a State Heritage Item, and 21 listed as a local heritage item in the Woollahra Local Environmental Plan 2014.
We are now embarking on an in-depth investigation as to whether any of the buildings in the street merit listing as heritage items in their own right, or should form part of a Heritage Conservation Area.

15 Gladswood Gardens, Double Bay (legally described as Lot 4 DP 17153)
Next steps
- Assessments of these buildings will be conducted in accordance with the NSW Government guideline Assessing heritage significance 2025.
- Subject to the outcome of these assessments, we may progress with listing selected properties as heritage items, or as part of a heritage conservation area in the Woollahra Local Environmental Plan 2014.
- At each stage of the listing process, affected parties will have an opportunity to make submissions to Council.
