Update
In July 2025 Council provided the heritage study to affected property owners as part of owner pre-engagement, to read and comment on the study and inventory sheets prepared for each property. Following owner pre-engagement, Council's external heritage consultant updated the study which is now available.
The study has recommended the local heritage listing of the three (3) properties listed below in Schedule 5 of the Woollahra Local Envrionmental Plan (Woollahra LEP) 2014:
- 8 Glencoe Road, Woollahra
- 50 Wallaroy Road, Woollahra (including interiors)
- 58 Wallaroy Road, Woollahra.
The study has also recommended the local heritage listing of a new Heritage Conservation Area (HCA) named "Glencoe Estate Heritage Conservation Area" in Schedule 5 of the Woollahra LEP 2014 which comprises the following eleven (11) properties:

- 4 Glencoe Road, Woollahra
- 5 Glencoe Road, Woollahra
- 6 Glencoe Road, Woollahra
- 7 Glencoe Road, Woollahra

- 56 Wallaroy Road, Woollahra
- 58 Wallaroy Road, Woollahra
- 60 Wallaroy Road, Woollahra.
Note - No. 56 Wallaroy Road (pictured above) is already a locally listed heritage item, Heritage Item No. I727, in the Woollahra Local Environmental Plan 2014.
Following the Study's recommendations, Council staff prepared a Planning Proposal which was referred to the Woollahra Local Planning Panel (Woollahra LPP) for their consideration on 6 November 2025. All owners were notified of the meeting and provided with instructions on how to make submissions to the panel. The Woollahra LPP supported the overall findings of the Heritage Study and recommended that Council resolve to endorse the Planning Proposal as it has site-specific and strategic merit, subject to amending the heritage listing of 58 Wallaroy Road to exclude the interiors, and to remove references to "Kilrie".
The Planning Proposal has been updated to include the Panel’s advice and has amended the proposed listing title of the property at 58 Wallaroy Road to read “House”. The Heritage Study report and the heritage inventory sheet will be amended prior to the submission of a request for Gateway determination should Council resolve to progress the planning proposal.
Woollahra Environmental Planning Committee
The Heritage Study will be presented to a meeting of the Woollahra Environmental Planning Committee (Woollahra EPC) on Monday 1 December 2025, held as a hybrid meeting, being held on site at Council Chambers, and also accessible using online conferencing technology.
The Woollahra EPC will be considering a planning proposal prepared by Council and informed by the Heritage Study, which will be recommending the local heritage listing of three (3) individual heritage heritage items and one (1) Heritage Conservation Area (HCA) on the Woollahra LEP 2014. The purpose of the Planning Proposal is to seek an amendment to the Woollahra Local Environmental Plan 2014 to include the three individual properties and one HCA as local heritage items on Schedule 5 of the Woollahra LEP 2014.
The meeting includes the Mayor, Councillors, staff and members of the public. When an agenda item is called for consideration, the Chairperson will ask whether there is anyone present who wishes to address the meeting. At this stage each person will be individually invited to come forward and make their presentation.

Background
We have a proactive approach to heritage conservation in our local area. This includes buildings dating from the period between the First and Second World War, as well as buildings designed by significant and notable architects.
In 2021, the Woollahra Council Heritage Gap Analysis was endorsed and that report recommended a study of Inter-War flat buildings and buildings designed by significant architects as a priority. This study aligns with the aims of that Heritage Gap Analysis.
We identified buildings in Glencoe Road as well as Nos. 50, 58 and 60 Wallaroy Road which are not currently heritage listed but have heritage values which merit listing these properties. These properties date from the Inter-War period, and are interesting and diverse examples of architecture from this period. The buildings exhibit a range of architectural styles and building typologies.
We engaged Lisa Trueman Heritage Advisor in early 2025 to conduct a heritage study of the identified properties. Research was undertaken into the history and development of all of the properties in the study area. The purpose of the study was to identify whether any of the buildings warrant listing as heritage items in their own right, or whether they may contribute to a Heritage Conservation Area where there is a group of buildings with heritage significance. Heritage listing aims to provide ongoing protection and recognition of the heritage significance of these sites.
The study is now complete.
Next steps
- The recommendations of the Woollahra EPC will be submitted to a future meeting of Council for endorsement. In accordance with Council meeting procedures, there will be no Public Forum at the meeting as the item would have already been addressed at the EPC meeting.
- Should the Planning Proposal progress, there will be a formal public exhibition of the proposal.
- Following public exhibition, a report will be progressed to a meeting of Council responding to the issues raised in submissions. If approved by Council, the heritage listings will be finalised.
At each stage of the process, property owners and residents of the identified buildings will have an opportunity to make submissions to Council.
