Update

The Draft Heritage Study of buildings in Glencoe Road as well as Nos. 50, 58 and 60 Wallaroy Road has been completed, for pre-engagement with affected owners. The study has recommended the local heritage listing of the three (3) properties listed below in Schedule 5 of the Woollahra Local Envrionmental Plan (Woollahra LEP) 2014:

  • 8 Glencoe Road, Woollahra
  • 50 Wallaroy Road, Woollahra (including interiors)
  • 58 Wallaroy Road, Woollahra (including interiors).

The study has also recommended the local heritage listing of a new Heritage Conservation Area (HCA) named "Glencoe Road Heritage Conservation Area" in Schedule 5 of the Woollahra LEP 2014 which comprises the following eleven (11) properties:

  • 2 Glencoe Road, Woollahra
  • 3 Glencoe Road, Woollahra
  • 4 Glencoe Road, Woollahra
  • 5 Glencoe Road, Woollahra
  • 6 Glencoe Road, Woollahra
  • 7 Glencoe Road, Woollahra
  • 8 Glencoe Road, Woollahra
  • 50 Wallaroy Road, Woollahra
  • 56 Wallaroy Road, Woollahra
  • 58 Wallaroy Road, Woollahra
  • 60 Wallaroy Road, Woollahra.

Note - No. 56 Wallaroy Road (pictured above) is already a locally listed heritage item, Heritage Item No. I727, in the Woollahra Local Environmental Plan 2014.

Before we finalise the Draft Heritage Study, we’re inviting affected owners to submit any comments that may assist our study. Your feedback will help us determine whether we need to make any adjustments to the Draft Study prior to reporting the Draft Study to a meeting of Council.

Background

We have a proactive approach to heritage conservation in our local area. This includes buildings dating from the period between the First and Second World War, as well as buildings designed by significant and notable architects.

In 2021, the Woollahra Council Heritage Gap Analysis was endorsed and that report recommended a study of Inter-War flat buildings and buildings designed by significant architects as a priority. This study aligns with the aims of that Heritage Gap Analysis.

We identified buildings in Glencoe Road as well as Nos. 50, 58 and 60 Wallaroy Road which are not currently heritage listed but have heritage values which merit listing these properties. These properties date from the Inter-War period, and are interesting and diverse examples of architecture from this period. The buildings exhibit a range of architectural styles and building typologies.

We engaged Lisa Trueman Heritage Advisor in early 2025 to conduct a heritage study of the identified properties. Research was undertaken into the history and development of all of the properties in the study area. The purpose of the study was to identify whether any of the buildings warrant listing as heritage items in their own right, or whether they may contribute to a Heritage Conservation Area where there is a group of buildings with heritage significance. Heritage listing aims to provide ongoing protection and recognition of the heritage significance of these sites.

The draft study is now complete.

Next steps

  • We are seeking feedback from owners and residents of the properties studied by early August. At this stage we are primarily seeking information which will inform the study and our recommendations.
  • We will then collate submissions, and update the Draft Study accordingly. The Draft Study (and submissions) will then be reported to Council’s Local Planning Panel (Woollahra LPP) in mid-to-late 2025. It is likely that the panel will seek to conduct site visits of some properties.
  • The advice of the LPP will be reported to Council's Environmental Planning Committee. You will be notified of the upcoming meetings and you will be provided with an opportunity to address or submit correspondence to the decisions makers.
  • The recommendation from the Environmental Planning Committee will then be submitted to a future meeting of Council for endorsement. You will be notified of the upcoming meetings and you will be provided with an opportunity to address or submit correspondence to the decisions makers.
  • Should the Planning Proposal progress, there will be a formal public exhibition of the proposal.
  • Following public exhibition, a report will be progressed to a meeting of Council responding to the issues raised in submissions. If approved by Council, the heritage listings will be finalised.

At each stage of the process, property owners and residents of the identified buildings will have an opportunity to make submissions to Council.

Council welcomes your comments on the draft study. We invite property owners and residents to share information about the property such as images, historic information and stories, aspects of the building you love and anything else you think is relevant to our heritage study by Friday 8 August 2025. The proposed listings will be considered by the Woollahra Local Planning Panel (Woollahra LPP) in late 2025. It is likely that the panel will seek to conduct site visits of some properties.
