Update
Council staff reviewed the 102 submissions received and based on community feedback, further investigations were conducted to find an alternative location for a new toilet at Gugara Park.
A new location was proposed (Option 5) which is approximately 10 metres west of the originally exhibited "Option 1" location. The new position ensures the toilet is not positioned in the central axis when viewed from the original Scottish Hospital building and The Terraces apartments, and is screened from view by a large tree on the northern lawn of The Terraces, minimising its visual impact on nearby residents living at The Terraces.
The new location was approved by Council on 23 March 2025. Construction is planned to be completed by mid-2026.

Overview
We're proposing to install a public toilet at Gugara Park in Paddington and we'd like to know your preferred location from two suitable options.
We are responding to a community need and feedback that a toilet would increase convenience for families and park users.
Council resolved at the Council meeting on 27 November 2023 (minutes page 924) to look at funding for new toilets in the 2024/25 budget and resolved at the Council meeting on 13 May, (minutes page p251) to identify alternative sites within the park for the toilets and seek feedback from the community.
We have identified two potential locations for the toilet (see map below).
Option 1 - southern side of the park
Option 2 - eastern side of the park near the entrance on Stephen Street
The toilet will be unisex and accessible. It will be cleaned twice daily. You can view detailed drawings of both location options in the document library on this page.

Gugara Park (previously known as Dillon Street Reserve) in Paddington is popular with children and families and can be busy at peak times. It was upgraded in 2022. The upgrade included:
- The creation of a brighter and challenging play environment on the embankment with play equipment including a tubular slide, a large climbing net, balance beams and timber stepping posts
- New footpaths, picnic settings, seating and a drinking fountain
- New garden beds established with extensive plantings of shrubs and perennials.
