Improving safety and access
We’re planning to improve the popular recreational path on O'Sullivan Road in Rose Bay to help make it easier and safer for people to get out and be active in our local area.
The planned 1.7 km upgrade will provide a new section of path with a two-way separated cycleway and a new wider shared path for pedestrians and cyclists, aimed at promoting easier and safer active transport. Two new pedestrian crossings will also be installed at Bunyula Road (raised crossing) and Old South Head Road (at-grade crossing with signal control) as a response to a number of local requests, to improve safety, accessibility and mobility along the route. The proposed upgrades have been designed with a wide range of path users in mind, including walkers, runners, cyclists, children, motorists, shoppers visiting Plumer Road shops and those travelling by foot or bike to and from Rose Bay. The proposed works have been designed in a way that best minimises parking loss. 97% of existing parking spaces on O'Sullivan Road will be retained in recognition of the demand for parking.
An exciting feature of the proposed upgrade will be the connection to the existing pathways around the two nearby golf courses completing a loop for walkers and joggers and other recreational activities at an easy grade. In addition to creating a recreational loop, the new path will also connect to other popular open spaces including Lyne Park and Rose Bay Promenade. The proposed recreational path delivers on our commitment to promoting active transport, healthy living and wellbeing and the opportunity to create an iconic circuit servicing the eastern suburbs. The implementation of the recreation path, together with the Curlewis Street Streetscape Upgrades in the Waverley Council local government area, will provide a safe, attractive and direct link to better connect the key destinations of Rose Bay Wharf and Bondi Beach.
We have the funds to complete this project and construction is proposed to commence in late 2026 or early 2027 for approximately six months. Streetscape upgrades including landscaping, footpath widening and pavement upgrades are also part of the proposed design.

The 1.7km upgrade along O'Sullivan Rd will:
- Connect Rose Bay to Bondi Beach, joining the pathway being constructed by Waverley Council
- Complete a 4km recreational running, jogging, walking and cycling loop path around the Royal Sydney and Woollahra golf clubs, suitable for families and recreational users of all abilities
- Provide a pathway that is relatively level and allow excellent access between Rose Bay and the coast
- Encourage cyclists off the road and onto a safer, easy grade path which is separated from the road, see map
- Provide a safer cycling option for people with a range of cycling abilities such as recreational cyclists and children to cycle along O’Sullivan Road
- Allow easier cycling connections to Rose Bay shops and Double Bay.
This project represents a unique opportunity to encourage recreational activity and safer active options for members of the community and visitors to improve fitness, wellbeing and enjoyment of our local area.
The proposed upgrade includes:
- A bi-directional separated and barriered on-road cycleway along the eastern side of O'Sullivan Road (south of the carpark entrance to Woollahra Golf Club)
- A shared path along O'Sullivan Road where localised road narrowing exists (north of the carpark entrance to Woollahra Golf Club), and a shared path through part of the Woollahra Golf Course
- A new raised pedestrian crossing north of Bunyula Road
- A new at-grade signalised pedestrian crossing west of Old South Head Road with reconstruction of the existing concrete median island
- A new chain mesh fence along the shared path adjacent and within the Woollahra Golf Course
- Streetscape upgrades, including landscaping, footpath widening and pavement upgrades
- Road realignment with associated signage and line marking.
The proposed design retains 97% of existing parking spaces (355 out of 367 spaces) on O’Sullivan Road.
In designing the upgrade we sought to retain as many parking spaces as possible and using shared path sections (as opposed to separated cycleway along the entire length of the road) has helped retain more parking spaces.
There are 12 car parking spaces (out of a total of 367 spaces) along O’Sullivan Road which will be used for the necessary path widening and the new pedestrian crossing.
The design has been through two major revisions to achieve the least parking loss possible, because we understand parking spaces are in high demand throughout our local government area.
The proposed design discourages boat trailer parking which has been an ongoing issue for local residents.
Currently many cyclists ride among traffic lanes on O'Sullivan Road. With the provision of paths separate from traffic lanes, the new cycleway and shared path will reduce conflicts and improve safety and traffic flow for all road users.
The installation of a raised pedestrian crossing near Bunyula Road will lower vehicle speeds and prevent jaywalking as currently there are no crossing facilities past Plumer Road.
The installation of an at-grade signalised pedestrian crossing, west of Old South Head Road will complete the missing link at this intersection to improve pedestrian safety and transport mobility.
When complete, this project will make it easier and safer for people to walk and ride in Rose Bay.
The new path will link with an existing path to complete the final 1.7km section of a 4km recreational running, jogging, walking and cycling loop path around the Royal Sydney and Woollahra golf clubs.
This is an iconic location with excellent scenery and the upgraded facilities will create an opportunity for local residents and visitors to get out and be active, which benefits health and wellbeing.
Previous proposed cycle path projects for O'Sullivan Road have received concerns from our local community so we have worked hard to create a proposed design that takes into account these concerns and includes a number of safety improvements and minimises parking loss.
It is estimated construction will take six months and will be staged. Public access will be maintained as much as possible throughout construction.
