Proposed Implementation of the Paddington Floodplain Risk Management Study & Plan 2019

Council has exhibited a planning proposal in relation to the Paddington Floodplain Risk Management Study and Plan (FRMSP) 2019.

Following extensive consultation, on 9 September 2019 Council adopted the Paddington FRMSP. One of the recommendations identified in the Paddington FRMSP is that Council’s Flood Planning Maps in the Woollahra Local Environmental Plan 2014 (Woollahra LEP 2014) are updated to recognise the updated flood information generated as part of the study.

The FRMSP has identified that 837 additional properties in the Paddington, Edgecliff and Woollahra area should be identified on the Woollahra LEP 2014 Flood Planning Map.

To facilitate the updating of the Flood Planning Map, a planning proposal should be prepared.

The purpose of this planning proposal is to explain the intended effect of an amendment to the 2014 Woollahra LEP 2014. An LEP is a legal instrument that zones land and includes standards and controls to regulate the use and nature of development and the management of land.

In this case, the planning proposal is an administrative document required as part of the legal process to ensure that those properties identified in the Paddington FRMSP are shown on the Flood Planning Map of the Woollahra LEP 2014.

The planning proposal has proceeded through a public exhibition phase and, subject to the Council’s decision after considering submissions, a draft LEP will be prepared to amend the Woollahra LEP 2014. The Council has been authorised by the Department of Planning, Industry and Environment to make the LEP under section 3.36 of the Environmental Planning and Assessment Act 1979.

    A report on the submissions made during the public exhibition of the planning proposal will be considered by Council’s Environmental Planning Committee (EP) on Monday 30 November 2020, commencing at 6.00pm.

    In line with current safety measures, Woollahra Council will be holding this Committee meeting remotely using conferencing technology.

    This meeting is open to the public and interested parties may address the Committee.
