Overview
Council is publicly exhibiting changes to the Woollahra Section 7.12 Development Contributions Plan 2022, which include a revised works schedule.
The proposed amendments are contained in the Woollahra Section 7.12 Development Contributions Plan 2022 (Amendment No 4) (Draft Plan).
Section 7.12 contributions are used to fund local infrastructure projects.
Feedback is being sought from Wednesday 6 May 2026 to Sunday 7 June 2026.
About the draft amendment
Section 7.12 (previously 94A) of the Environmental Planning and Assessment Act 1979 allows councils to impose, as a condition of consent, a requirement that the applicant pay a levy of the percentage of the proposed cost of carrying out the development. For Council to impose a condition under section 7.12, a contributions plan must be in place.
The Draft Plan currently on exhibition will amend the current Woollahra Section 7.12 Development Contributions Plan 2022 (Amendment No.3) to include an updated works schedule.
The Draft Plan applies to the whole Woollahra Local Government Area.
Helping to fund public infrastructure
Section 7.12 contributions are used to fund local infrastructure projects. These projects are listed in the work schedule of the Draft Plan.

From Wednesday 6 May 2026 to Sunday 7 June 2026 we are asking for feedback on the Draft Plan. Submissions will be accepted via the following methods:

- Mail: Letter addressed to the General Manager at Woollahra Council, PO Box 61, Double Bay NSW 1360 (quote Submission SC9740)
A hard copy of the exhibition material was made available at the Woollahra Council Customer Service area, 536 New South Head Road, Double Bay during the exhibition period.
All submissions received during the exhibition period will be considered by Council.
