New Community Art Gallery

Council proposes to convert the top floor of St Brigid’s into a community art gallery, with a new lift to improve accessibility.

The council-owned building, located at 548 New South Head Road, dates to 1897 and is one of the few surviving mid-nineteenth century harbour foreshore grand mansions. It is the former site of Woollahra Library and has been vacant since May 2016, when the new Woollahra Library at Double Bay opened at Kiaora Place.

Council also proposes to make some modifications to the base the base building to allow for future use, yet to be determined by Council, on the ground floor (Blackburn Gardens level).

Following public exhibition of the Development Application earlier this year, Council submitted its Development Application Assessment Report to the independent Woollahra Local Planning Panel (WLPP). The WLPP will consider the report at its meeting on 18 April 2019.

    Thank you to everyone who made a submission to the St Brigid's DA.

    The DA was approved by the independent Woollahra Local Planning Panel. We are now proceeding with the next steps of the project, which include:

    • preparing detailed drawings for the construction certificate
    • tendering to seek a qualified builder
    • appointing a contractor
    • construction.

    Resolved: Pursuant to Section 4.16 of the Environmental Planning and Assessment Act 1979

    THAT the Woollahra Local Planning Panel, exercising the functions of Council as consent authority, is satisfied that the matters required to be addressed under Clause 4.6(4) of the Woollahra Local Environmental Plan 2014 have been demonstrated and that consent may be granted to the Development Application which contravenes the height limit standard under Clause 4.3 of Woollahra LEP 2014. The Panel assumes the concurrence of the Secretary, Department of Planning and Environment.

    THAT the Woollahra...

    Resolved: Pursuant to Section 4.16 of the Environmental Planning and Assessment Act 1979

    THAT the Woollahra Local Planning Panel, exercising the functions of Council as consent authority, is satisfied that the matters required to be addressed under Clause 4.6(4) of the Woollahra Local Environmental Plan 2014 have been demonstrated and that consent may be granted to the Development Application which contravenes the height limit standard under Clause 4.3 of Woollahra LEP 2014. The Panel assumes the concurrence of the Secretary, Department of Planning and Environment.

    AND

    THAT the Woollahra Local Planning Panel, exercising the functions of Council, as the consent authority, grant development consent to Development Application No. 11/2019/1 for conversion of the former Woollahra Council Library building (St Brigid's) into a community art gallery on the first floor with internal and external modification works throughout the building including a new external lift on land at 548 New South Head Road Double Bay [subject to conditions, which are detailed in the meeting minutes].
