Thank you to everyone who provided feedback. All submissions were reviewed and reported to the Environmental Planning Committee on 4 September and Council resolved in its meeting of 11 September 2023 to finalise the Planning Proposal to amend the Woollahra LEP 2014 Schedule 5 to include the four Places of Worship as local heritage items. On 24 May 2024, the Woollahra LEP 2014, Amendment No. 35 detailing the addition of the four Places of Worship onto the schedule, was notified in the NSW Government Gazette. The Amendment can be viewed here.
This planning proposal project is now finalised.
Background information
At its meeting of 27 March 2023, Council resolved to proceed with a planning proposal to list four (4) Places of Worship as local heritage items in Schedule 5 and on the Heritage Map of the Woollahra Local Environmental Plan 2014 (Woollahra LEP 2014).

Heritage listing aims to provide ongoing protection and recognition of the heritage significance of these sites.
The public exhibition period to gather feedback on this planning proposal ran from Wednesday 19 July 2023 to Friday 18 August 2023. Your participation will be valuable in helping to shape Council's planning controls to ensure they reflect the views of the whole community.

About the planning proposal
The purpose of this planning proposal is to explain the intended effect of an amendment to the Woollahra LEP 2014. An LEP is a legal instrument that zones land and includes standards and controls to regulate the use and nature of development and the management of land. An LEP can also address matters of heritage conservation.
The amendment to the Woollahra LEP 2014 involves the listing of four (4) local heritage items in Schedule 5 of the Woollahra LEP 2014 and the associated heritage mapping. The properties of the local heritage items are listed below:
- Paddington Church of Christ complex and setting, including interiors and moveable heritage at 116-122 Paddington Street, Paddington (Lots 20, 21 & 22, Sec 1, DP 180).
- St Andrews Scots Presbyterian Church complex and setting, including interiors and moveable heritage at 2 Carlisle Street, Rose Bay (Lot 1 DP 724928 & Lot 1 DP 966535).
- Sydney Chevra Kadisha, including interiors and moveable heritage at 172-178 Oxford Street, Woollahra (Lot 1 DP 85862).
- Vaucluse Uniting Church complex and setting, former 1909 Vaucluse Congregational Church building and former 1960 A-frame church building, including interiors and moveable heritage at 3 Russell Street, Vaucluse (Lot 7, Sec 5, DP 4400).
A detailed description of the heritage significance of each item is included in the supporting documents to the planning proposal, the Places of Worship Heritage Study report and associated heritage inventory sheets.
Council has been authorised to use its delegation under section 3.36 of the Environmental Planning and Assessment Act 1979 to approve the LEP. The Department of Planning and Environment has classified this planning proposal as 'basic' as described in the Local Environmental Plan Making Guidelines (Department of Planning and Environment, 2022).
While the Heritage Study report recommended the local heritage listing of five Places of Worship, at its meeting on 27 March 2023 Council resolved to defer the matter of listing the St George Greek Orthodox Church in Rose Bay pending further research and community engagement by Council staff.
