Improved safety and a new east-west connection for cyclists

Council is improving safety along New South Head Road with construction of a new 2.4km cycleway between William Street, Double Bay and Norwich Road, Rose Bay. This project is being delivered with funding assistance from the NSW Government.

The preferred design for the cycleway, which was endorsed by Council on 15 October 2018, reflects community feedback, particularly the aspiration for separate spaces for pedestrians, cyclists and vehicles along the Rose Bay Promenade. This design improves safety and enjoyment for all users.

The preferred design includes a:

  • Shared path along the harbour-side footpath on New South Head Road between William Street, Double Bay and Regatta Restaurant/Rose Bay Marina
  • Separated bidirectional cycleway and pedestrian path along the Rose Bay Promenade
  • Shared path along the harbour-side footpath of New South Head Road, adjacent to Lyne Park
  • Shared path on the southern side of New South Head Road between Kent Road and Norwich Road, Rose Bay.

The section of the cycleway along the Rose Bay Promenade required development approval (DA) due to its State Heritage Register listing. The DA is considered 'integrated development' and was referred to the Woollahra Local Planning Panel (WLPP) on 17 October 2019 where the Panel deferred the item. At its meeting on 21 November 2019, the Panel considered the deferred item and determined to approve the Rose Bay Promenade (DA) subject to conditions.

On 9 December 2019, Council considered the preferred design on the New South Head Road cycleway and the project was endorsed subject to satisfying the conditions of consent imposed on the DA and for the project to proceed for construction.

Subsequent to the DA approval and Council approval, the amended final design was then referred to the NSW Office of Environment & Heritage for consideration in September 2020 and was approved by Heritage NSW on 28 October 2020.

The other sections of the cycleway that do not affect the Rose Bay Promenade do not need development consent under state infrastructure legislation.

Construction of this project will be carried out in three stages.

Stage1: Footpath widening works for a shared path between William Street, Double Bay and Regatta Restaurant/Rose Bay Marina, and between Lyne Park and Norwich Road, Rose Bay are now complete. Line marking and activation will be undertaken following the completion of stages 2 and 3.

Stage 2: Intersection upgrades, which include realigning the kerbs to improve pedestrian and cyclist accessibility along are planned at Gladswood Gardens and St Mervyns Avenue and construction works will be scheduled to commence from mid-April 2022. Works are expected to take up to four weeks, weather permitting, at each of the intersections.

Stage 3: A separated bi-directional cycleway will be installed adjacent to the pedestrian pathway along the Rose Bay Promenade. These construction works are scheduled for commencement from April 2022. Further notification will be provided prior to these works commencing.
